Town of Wheaton Parks Commission Minutes

Thursday, April 20, 2017

Wheaton Fire Station at 7:00 pm

Elk Mound, WI  54739

 

1.  Ken Books called the meeting to order at 7:00 pm.

2.  Those in attendance:  Chad Kragness, Stephanie Hay, Lynnette Muszynski, Jenny Schutte, Brian Gerrits, Ken Books along with Community Members:  Adam Blaskowski.

3.  Chad motioned to approve the agenda.  Jenny 2nd the motion.  Motion carried.

4. A motion to approve the March Meeting Minutes was made by Brian.  Jenny 2nd the motion.  Motion carried.

5.  No Public Comments

6.  Old Business

  1. Upper Pavilion/Concession Building Updates – Ken reported the town board approved CBS Squared bid for doing the design work.  He has notified SEH and CBS Squared on the bid results.  Parks commission then proceeded to put together a requirements list for the upper pavilion and concession building to better assist with the design work to reduce/eliminate after the fact changes.  Parks commission members will finalize the requirements list at their May meeting and then provide to the town board for their input.  Ken will also contact a couple renters that use the upper pavilion/concession building a lot for their ideas.

 

  1. Updated DNR Grant Application for the Park Expansion/Boat Landing Improvements – After input from the Wheaton Knight Riders Ken filled out section 5 of the grant application to assist with a couple more points on the grant application since it tied in with the overall park expansion and trail development.  Comprehensive plan revisions that were approved by the town board were updated in the comprehensive plan.  Copy of the updated comprehensive plan was provided for grant submission.  Jenny will proofread the grant application one last time to see if anything was missed.

 

  1. Town of Wheaton Facebook Page to Promote Park Activities – Jenny provided a status update on Facebook page.  She has the permissions set just finishing the name change and adding pictures.  She will also add Wheaton Park History Album so we can document how the park has changed over the years.  Once complete Jenny will send out notice to Parks Commission members.  Parks commission agreed the address associated with the Facebook page will be the town hall since Town of Wheaton Facebook page.

 

  1. Chippewa County Outdoor Recreation Plan Updates – Parks commission members will come to the May meeting with their recommended updates.

 

7.  New Business

  1. Park/Boat Landing/Recreation Improvement Items – Reviewed the completed items and there were lots of them!
    1. Relocated porta potties to west end of tennis court
    2. Porta potties at park and boat landing ready for use
    3. New mulch was installed in both playground areas
    4. Ball fields and cages were rototilled
    5. Baby changing stations were installed in lower concession building restrooms
    6. Gate was installed to prevent vehicles from driving up in the woods
    7. Block and rock were installed around lift station area

                 Reviewed in progress items:

  1. Equipment shed siding, soffit, fascia, and expansion
  2. Lower playground expansion
  3. Safety fence on Longview Field
  4. Dugout benches on Prairie View Field
  5. Grading parking lots

 

Ken will add motorcycle parking area and pad to the improvements list.

 

  1. Park Memorial Donations – Discussed several items around memorials and donations and agreed we need to put together guidelines along with formal process on how to handle requests.  Ken agreed to pilot the process since his family wants to donate a park bench in memory of his father.  Lynnette will investigate how other areas (Chippewa Falls, Eau Claire) handle memorials and donations for parks.

 

8.  Set Potential Agenda Items for Next Meeting (Commission Discussion) – Wheaton Fired Up Days

9.  Next Meeting Date – Tuesday, May 16, 2017

10. Chad motioned to adjourn the meeting.  Lynnette seconded the motion.  Motion carried. Meeting was adjourned at 8:56 pm.
