Item 1: Affidavit of Notice of Meeting: per Wisconsin Statute 19.84 (complied)
Item 2: Meeting was called to order: by Alice Droske 7:00pm
Item 3: Roll Call: Members Present: Mike McGinley, Gary Bodenburg, Alice Droske, Wayne Miller, Tom Piercy, Nate LaBelle Absent: Gary De Moe. Also Present: Herb Steinmetz, Johnne Smalley.
Item 4: Approval of Agenda: Motion to approve by McGinley/Piercy. Motion carried 6/0.
Item 5: Secretary Report: Dec. Meeting Minutes: Miller read the minutes. Correction of date needed for next meeting. Jan. 3, 2016 to Jan. 3, 2017 Motion to approve by Bodenburg/McGinley Motion carried 6/0
Item 6: Public Comments: A:) Herb Steinmetz asked about who was involved in developing the Draft VI of Town Ordinances we are now working on. The Wheaton Planning Commission, Towns Association, and Towns Attorney, Thomas W. Harnisch were the people that put it together.
Item 7: Old Business: A:) Ordinance 24: Official Map Ordinance: Discussion for possible future roads in Sections 34, 26, 22, 2, no area is on record for cul-de- sac of 120-ft. or a Hammerhead which is needed on all dead end roads. Tom Piercy will contact Mark Blaskowski about these and any other possible sites. More research is needed. Tabled until Feb. meeting. B:) Ordinance 25: Metallic/Non-Metallic Mine Operator’s License: After a lengthy discussion, motion to keep Chippewa County Chapter 70-Division 5 Made by McGinley/LaBelle Motion carried 6/0.
C:) Ordinance 29: Noxious Weed: Being State Certified in this area Nate LaBelle shared his great knowledge on this matter. Motion to keep State Statues S.66.0407 Made by LaBelle/McGinley Motion carried 6/0. D:) Official Map for the Wheaton Fire Station meeting room: Tom Piercy requested quotes from two business, the quotes have not been received as of yet.
Item 8: New Business: A:) Ordinance 30: Loitering: After a discussion on this, motion was made, to Not Adopt one. Motion by Labelle/Piercy Motion carried 6/0.
B:) Ordinance 31: Direct Seller Control : After a discussion on this, motion was made, to Not Adopt one. Motion by Piercy/Labelle Motion carried 6/0.
C:) Ordinance 32: Erosion Control: After a discussion about this ordinance, motion was made to keep Chippewa County Ordinance Chapter 70-181(d). Motion by Miller/McGinley Motion carried 6/0.
D:) Ordinance 33: Town Board Meeting & Parliamentary Procedure: After a short discussion on this, motion was made to Not Adopt one. Motion by Bodenburg/LaBelle Motion carried 6/0.
E:) Ordinance 34: Ordinance To Appoint Alternate Members for Board of Review: After a discussion on this there was a, motion to Adopt Chapter 34 (Draft VI) as written. Motion by Bodenburg/McGinley Motion carried 6/0.
F:) Ordinance 35: Outdoor Burning, Opening Burning, and Burning of Refuse: After a short discussion State Statute NR 429.04 is adequate. Motion was made, to Not Adopt one. Motion by Piercy/Miller Motion carried 6/0.
G:) Ordinance 36: Fire Prevention and Safety Code: Proposed Ordinance does not comply with Fire District. Tabled until Feb. meeting.
H:) Ordinance 2: Manufactured and Mobile Home Community License, Campground License, and Temporary or Seasonal Residence Permit. After discussing this, it was felt we should possibly have an ordinance as most Townships do have something. More Information is needed. Tabled until Feb. meeting.
Item 9: Set potential agenda for next meeting: Old Business: A: Finish Ordinance 24, 36, & 2, B: Review Quotes on Official Town Map for Wheaton Fire Station meeting room. New Business: A: Review/Discuss/Act on not reading minutes out loud except where there are corrections to be made. B: Gary De Moe e-mailed he would like to discuss moving the WPC Meetings to the Town Hall C: Gary De Moe also requested two large white boards.
