MINUTES OF THE ANNUAL TOWN MEETING HELD APRIL 18, 2017
Notices were published in the CHIPPEWA HERALD and LEADER TELEGRAM and posted at the Town Hall, Fire Station, Recycling Center, Eau Claire Travel Center.

Mark Blaskowski called the meeting to order at 7 p.m. Gary De Moe moved to approve the minutes of the last Annual Meeting. Steve Daniels second, motion carried. The Financial Report was presented by Treasurer Ruth Fagerland. Mark Blaskowski discussed the Outlay Accounts in the Budget and the grants Wheaton will receive for the road work. Keith Fehr moved to approve the Financial Report as presented. Wayne Miller second, motion carried.
Steve Daniels showed the Board a sample of gravel from 20th Street that had been plowed onto his lawn during the winter. Mark B. explained it is from the shouldering that was done late last fall. The Road Crew has been out raking up the gravel plowed onto residents lawns on 20th Street. Mark B. has been talking to Senn Backtop about repairing all the cracks that have appeared on 20th Street. The cracks should not have appeared the first year after paving.
Steve Blodgett asked why the Town of Wheaton is under County Zoning. Mark B. and Ken Custer explained there would be large costs involved with inspections, issuing permits, ordinance enforcement, legal fees. There was much discussion and arguing about zoning. Several residents had a story to tell how Chippewa County Zoning has mis-treated them. Ken offered to go to the Zoning Office with one of the residents to try and negotiate a solution to the permitting issue brought up by the resident. The three mile extrateritorial area was also discussed and in that area the City of Eau Claire is the permitting entity. Ken Books stated a cost analysis should be done to determine the cost to the Town of remaining in Couny Zoning versus the Town doing the Zoning. Mark B. said he will invite Doug Clary, Chippewa County Zoning Administrater and the Wheaton Town lawyer to the May Board Meeting to explain zoning and the process of leaving County Zoning. May 6, 2020 is the next time Wheaton can begin the process of hearings and developing a resolution to get out of County Zoning.
Dan Johnson discussed the rates for a truck load of solid waste at the Recycling Center. Roger Fagerland stated the rates charged for truck loads of material need to be clarified because of the weight of the material. Dan asked about having a recycling bin for Ag. Plastic at the Wheaton Recycling Center. Ken Custer said the cost is $422.00 for a 40 yard 1 stop bin for plastic. Ken also said his scale at Chippewa Valley Grain is a public scale and can be used for weighing truck loads of material for the Recycling Center. Mark B. said he will check into the rates and availability for an Ag Plastic bin at the Recycling Center.
The next Annual Town Meeting was set for April 17, 2018 at 7 p.m. in the Wheaton Town Hall. Steve Daniels moved to adjourn. Richard Manthey second, motion carried. Meeting adjourned at 9:10 p.m.
