TOWN OF WHEATON

MINUTES OF BOARD MEETING HELD JANUARY 10, 2017

 

Notices were posted January 7, 2017 at the Town Hall, Fire Station, Recycling Center, Eau Claire Travel Center and submitted to CHIPPEWA HERALD.  Mark Blaskowski called the meeting to order at 7 p.m.  Present:  Mark Blaskowski, Bud Beckwith, Ken Custer, Herb Steinmetz, Mark Christenson, Ruth Fagerland, Roger Fagerland, Alice Droske, Wayne Miller, Tom Piercy, Ken Books, Stacey Miller, Adam Blaskowski, Lee Shambeau.  Gary De Moe was absent.

 

Ken moved to approve the agenda.  Bud second, motion carried.

 

Bud moved to approve the minutes of the December meeting and the check register.  Herb second, motion carried.

 

There was no public comment.

 

The Treasurer's report was reviewed and filed with the Clerk.

 

Herb reported the Fire Board discussed the EMS budget.  EMS is short in revenue and no one seems to know what the EMS service costs.  Mark B. said he will send a letter to the Chief stating the buget needs to be balanced.

 

Wayne Miller read the minutes of the Plan Commission meeting held January 3, 2017.  The agenda included reviewing several ordinances.  There was also mention of moving the WPC meetings to the Town Hall.

 

Ken Books reported on the Park Commission meeting held 12/20/16.  The picnic tables are completed, work on Grant Applications for Park Expansion continues, benches have been put together for the dugouts.  Two proposals have been received for the Upper Park Pavilion and Safe House Project.  SEH bid $58,000.00 and CBS Squared bid $6,460.00.  Ken Custer moved to table action on the project until more is known about the difference in the bids and what FEMA will reimburse us for the safe house.  Herb second, motion carried.

 

Lee Shambeau from 4 Control discussed control of noxious and invasive plants in town right of ways.  The chemical Escort w/plant growth regulator will control Wild Parsnip and Wild Chervil.  Milestone is used to control Japanese Knotweed.  Lee discussed prices for roadside invasive control, roadside brush control, beam guard treatment, equipment rental.  Ken moved to authorize $3,000.00 to check out spraying effectiveness this spring.  Bud second, motion carried.

 

Stacey Miller reviewed Town Insurance current coverage, values on Scheduled Property, Personal Property Coverage, Public Official Bond, Tax Collector Bond, Cyber Liability, Businessowner's Policy, Worker's Comp.  Mark C., Ken Books, Roger, Dave will verify the Business Personal Property List is correct.

 

The Board approved holding Open Book Tuesday, May 23, 2017 from 4-6 p.m. and Board of Review from 6-8 p.m. on the same date.  Mark B., Bud, Herb, Mark C., Ruth will attend.

 

Names for the two supervisor positions on the April 4th ballot were drawn for placement.  Dennis Fehr-1, Herb Steinmetz-2, Adam Blaskowski-3, Ken Books-4.

 

Next meeting was set for Tuesday, February 14, 2017 at 7 p.m.  Meeting adjourned at 9:20 p.m.  Mark A. Christenson, Clerk
